Indonesia Tourism Investment: Ministry and National Business Chamber Push Expansion Outside Jakarta and Bali

 

Indonesia’s Ministry of Tourism is stepping up efforts to spread tourism investment more evenly across Indonesia, especially beyond Jakarta and Bali, so that the sector’s benefits reach more communities through jobs, business growth, and better local welfare.

At the Monthly Economic Diplomatic Breakfast hosted by the Indonesian Chamber of Commerce and Industry/KADIN at the Sapta Pesona Building on Friday, September 10, 2026, Indonesia Tourism Minister Widiyanti Putri Wardhana highlighted that tourism investment hit a record IDR 73.56 trillion (around USD 4.17 billion) in 2025.

“Currently, about 76.5% of tourism investment is concentrated in Jakarta and Bali, with 75% of it going into hotels and restaurants. That’s why we are now diversifying investment into other priority destinations outside Bali and Jakarta,” said Minister Widiyanti.

Investment Beyond Hotels and Restaurants

Furthermore, Minister Widiyanti emphasized that the investment figures show there is still vast potential to grow tourism investment — both by spreading it to more regions and by diversifying into different types of businesses.

To seize that opportunity, the government, with support from Indonesia’s Chamber of Commerce and Industry, is actively inviting foreign investors and international partners to channel funds into the country’s 13 Priority Destinations and 10 Tourism Special Economic Zones.

Investment is also being directed beyond hotels and restaurants, focusing on supporting infrastructure such as cruise marinas and the development of new attractions.

This diversification is expected to strengthen the tourism ecosystem while opening more economic opportunities for local communities.

“The government is offering a range of incentives, from income tax allowances and benefits for labor‑intensive industries to import duty exemptions, for tourism equipment and yachts,” Minister Widiyanti said.

She added that opportunities for more balanced investment are growing as travel patterns shift, with tourists no longer concentrating only in Java and Bali.

Several destinations outside those areas have already shown strong growth in early 2026. For example, visits to Lake Toba surged by more than 106%, while Lombok–Gili Tramena rose 72.1%.

Labuan Bajo also continues to attract more visitors and is emerging as one of the most promising sites for future tourism investment.

Terje is from Norway and has been living in Indonesia for over 20-years. Ridwan is one of Indonesia’s top executives with a long and illustrious career in the financial world. He holds several professional certifications including being a Certified Business Valuer (CBV) issued by the Australian Academy of Finance and Management; Broker-Dealer Representative (WPPE); and The Directorship Certification for Directors and Commissioners, issued by the Indonesian Institute of Commissioners and Directors.

Per Fredrik Ecker

Per is the Managing Director of the Seven Stones Indonesia (SSI) Jakarta office and has more than 25-years’ experience in Indonesia, China, and Western Europe. He previously worked in senior management positions with Q-Free ASA, Siemens AG, and other companies in the telecom sector. Over the last six years, he has been the Chairman of the Indonesia-Norway Business Council (INBC) and recently become elected to be on the board of EuroCham Indonesia.

His most recent experience is within Intelligent Transport Solutions (ITS), Telecom, and other sectors within the Indonesian market. He is today through his position in SSI and by representing Norway Connect, promoting Nordic and European companies that would like to explore business opportunities in the Indonesian market.
