Indonesia’s political and public policy research institute, IndexPolitica, has published its Government Performance Assessment. The report evaluating the achievements of ministers in the Prabowo Subianto–Gibran Rakabuming administration.
Unlike popularity rankings or media coverage tallies, this assessment focuses strictly on verifiable, data‑based performance outcomes.
The evaluation found Agriculture Minister Andi Amran Sulaiman scored the highest among Cabinet Merah Putih ministers, earning a performance score of 91.

Multi‑Criteria Decision Analysis
IndexPolitica founder and senior researcher Denny Charter stressed that performance and popularity are two different measures.
“A minister may receive extensive media coverage, but that does not automatically mean they are delivering the best results,” Denny explained. “What we measure is performance, not popularity.”
The evaluation applied an Evidence‑Based Government Performance framework using the Multi‑Criteria Decision Analysis (MCDA) method. Six weighted dimensions formed the basis of the assessment:

▪️ Policy outcome – 25%
▪️ Implementation effectiveness – 20%
▪️ Public and economic impact – 15%
▪️ Policy innovation – 10%
▪️ Intergovernmental coordination – 10%
Of these, policy outcome carried the greatest weight at 25%, measuring substantive changes or results that stem directly from government policy.
This approach ensures the evaluation goes beyond counting programs or activities, focusing instead on whether those initiatives produce demonstrable, verifiable change.
Agriculture Sector Indicators
IndexPolitica emphasized that its methodology distinguishes ministries that generate headlines from those that deliver measurable impact.
“Popularity is perception. Performance is delivery. The two should never be mixed into one indicator,” Denny added.
For the Agriculture Ministry, sectoral indicators such as food production, stock levels, and productivity were used to gauge performance.
These metrics align with recent achievements in boosting output, strengthening food reserves, improving productivity, and accelerating programs that directly benefit farmers.
